Most cost guides list every fee as though they are all equally fixed. In Sharjah, exactly one of them is.
The one fixed cost
A 4% registration fee, paid to the Sharjah Real Estate Registration Department. That is the department fee and the registration fee — they are the same thing, charged once.
It is calculated on the purchase price. On a AED 2,000,000 unit, that is AED 80,000. There is no separate "DLD-style" charge on top, and no split between buyer and seller written into law.
The 4% is the only cost fixed by regulation. Everything else on the list below is either convention, or set by the department case by case. That means some of it is negotiable — and knowing which part is the whole advantage.

The 2% agency commission is the line people assume is mandatory. It is not. It is market convention on resale purchases, and like any convention it reflects what the market accepts rather than what the law requires.
On a new off-plan purchase from a developer, there is usually no buyer-side commission at all — the developer pays the broker. If you are being asked for one on a direct developer sale, ask why.
The NOC fee is set by the department, case by case. Nobody can quote you a fixed figure honestly. Ask for the specific amount in writing before you budget for it.

A resale apartment at AED 2,000,000, bought with cash.

Roughly 6% on top of the price, before the NOC. That is the number to hold in your head — not the headline price.

Off-plan is different
Buying directly from a developer changes the picture in three ways.
- Usually no buyer-side commission. The developer pays the broker.
- The 4% is often payable at booking, alongside the first instalment — not at handover. Check when it falls due.
- No NOC on the first sale. That comes later, if you assign or resell before completion.

What to ask before you commit
- When is the 4% due? At booking, at handover, or split.
- Is there a buyer-side commission, and why? On a direct developer sale there usually should not be.
- What is the NOC fee on this specific property? In writing, from the department — not an estimate.

A serious seller answers all four in writing. Vagueness on any of them is itself the answer.
